In the lecture, the professor is skeptical about the idea of the reading passage that new regulations are unnecessary and might have negative consequences. The professor argues that strict rules should be adopted for handling and disposing coal ash.
In the reading passage, effective regulations have already existed and the liner is required to be used. On the contrary, the professor says that the current regulations are not sufficient. Liners are only used in new landfills or ponds rather than old landfills or ponds. The harmful chemicals from coal ash leaked into ground water and contaminated drinking water. We need stricter new regulations that will prevent environmental damage.
The professor then opposes the reading's idea that the recycling of coal ash may stop. The professor states that strict rules won’t stop consumers using recycled coal ash products. The professor takes mercury as an example. Mercury has been recycled for over fifty years with strict rules.
Finally, the professor disproves the reading's idea that the cost of disposal and handling may increase and so the price of electricity will increase. The professor points out that although the cost will increase, when it comes to the average consumers, it will only increase the bill by one percent. It is not a big price.

Currently, there is a widespread belief that modern society attaches more appreciation to teachers. From my perspective, however, teachers were more appreciated and valued in the past.
In the first place, the tradition in the past requires people to respect teachers. In the past, teachers were equal to parents, for they not only imparted knowledge but also cultivated children’s personality. Moreover, children had to live with the teachers in most cases, which, to some extent, provides more opportunities for teachers and students to communicate with each other. As children had a deeper understanding of their teachers, they would show more respect and appreciation. By contrast, students spend less time with their teachers and they may only gain knowledge from their teachers; thus, teachers exert a smaller influence on students and get less appreciation. For example, my grandfather still always talks about his teachers in his childhood and he tells me when his teachers were still alive, he and his classmates often visited them on holidays. My grandfather really shows a great respect to his teachers. However, I do not place too much value on my teachers and never visit them on holidays. Even some of my classmates always avoid meeting teachers in the street, let alone to say hello to the teachers. Compared to the modern society, the tradition in the past demands a greater respect and appreciation for teachers.
Furthermore, the teacher in the past was the only source of knowledge. In the past, there were few reference books and other resources. The only way to understand the obscure text and to learn the method to solve problems is to attend class and listen to the teacher carefully. At that time, teachers were the embodiment of knowledge. Therefore, it is easy to understand why people respected teachers in the past. In contrast, more reference books and materials are available in modern society, and students can even use the Internet to search the information they need. In such a sense, the importance of the role of teachers wanes. For instance, compared to my grandfather, who only relied on his teachers to gain knowledge, I acquire knowledge in a variety of means, including newspaper, magazines, television and the Internet. If one of my teachers does not teach well, I can take advantage of the Internet courses. Since modern students have access to more choices of source of knowledge, they may respect their teachers less.
In conclusion, teachers were more appreciated and valued by society in the past than they are nowadays due to the tradition in the past as well as their role as the only knowledge source.

The passage mainly talks about the opinion of power companies that they don't need new regulations about coal ash that may bring negative results because of the existing regulations, concerns about recycling coal ash and increased cost.(综合写作跟独立写作有一些区别,这种引入句可以省略) the lecturer is against the idea for three following reasons.
First, the passage puts forward the point that regulations did exist, such as using liner-special material in newly-built ponds to prevent environmental contamination. On the contrary, the lecturer casts doubt on this point for the insufficiency of the rule. The liner-special materials are only used in new landfills and ponds. When it comes to the old sites, they still do significant damage to the environment by leaking harmful chemicals into the ground water thus impacting drinking water. Apparently, the existing regulation does not work for old site and environmental pollution is still happening. So the new regulations covering both new and old sites should be created.
Second, another crucial point in the reading part is that adopting strict rules will rise concerns of consumers about the safety of recycled coal ash so that recycling coal ash will be negatively affected. Conversely, the lecturer challenges this point by using an example of another dangerous chemical. Some severe regulations about its storage and handling were created. However, consumers did not have much concerns about it and still buy the cycled products, which recycled for 50 years. So there should be no worries about the consumers' negative reactions to the new strict rules about coal ash.
Lastly, the writer of the passage claims that strict new rules will bring about increased cost in disposal and handling so that the power companies have to raise the price of electricity, which may be unacceptable to the public. Whereas the lecturer insists an opposite opinion that the extra costs of those companies are well-worthy. Although power companies implementing new rules increase their cost about 15 billions, consumers actually will only get 1% more on their household electricity bills. It’s apparently worth paying more for the clean environment.
